The only thing I can thing of is that the Big 12 conference has a large say in who goes where, and they like to reward the order of finish and maintain balance. So, they could steer the 4th place north team (ISU) toward the higher bowl, while putting the 5th place south team (TAMU) in the lesser bowl. Only thing I can think of.
